Is it pretty much acknowledged in South Korea that K-Pop has borrowed a lot from black American music and culture?

From the dance moves, urban streetwear, slang, and the mixing and mashing of different genres (like pop, R&B, new jack swing, and hip hop), a lot of K-Pop music has taken inspiration from (or in some cases, basically copied) black American music and culture. South Korean CEO Bang Si-hyuk, the founder of Big Hit Music, and chairman of its parent company, even said that “black music is the base.” Is this fact widely acknowledged by fans of K-Pop music living in South Korea or even abroad?
