The investment plan is largely finalized, but it seems that one part which has not been smoothed over is the “PPA”, which is basically an agreement from the power companies and the gas-electricity plant we will be building, that the power companies will be purchasing power from those plants for a duration of a 10 to 25 years. If this came up in the National Assembly report, it seems like there hasn’t been a deeper coordiation with the Texan electrcity grid corporations to come to an agreement. The article here doesn’t go into how this has not happened, or why it has not happened.
