Why isn’t South Korea as aggressive as Israel?

I’m a bit confused why South Korea hasn’t done much to slow and detour North Koreas nuclear ambition and advancements over the last few decades, like Israel has with Iran. Israel kills anyone it wants, invades Iran, and does a lot. South Korea just seems to bury it’s head in the sand and seems to be waiting for the day the North forcefully holds it hostage (best case scenario), or invades (most likely scenario) once it has nukes and a lot better weapons.

South Korea has technological, and military superiority, yet does not have the stomach for a fight, or to solve the issue before it becomes a full blown problem.

I’m not talking about targeting and killing innocent civilians like Israel is clearly doing.

Update 1

I think a Russian style blitz by SK aimed at disrupting the propaganda for at least a week could do a lot of damage. NK People can then see the world for themselves, choose to leave or fight. Those fighting can be armed. Those leaving can go wherever but will likely go to SK. It’s not hard to believe a scenario where 30-50% of the population flips once they see what they are actually missing. Another 25% will flip if they see the winds changing. You could have two separate country’s or NK could be absorbed. But either way, NK would change for the better.

As for Russia and China. As we’ve seen, Russia cry’s wolf. I actually can see china letting it play out in a few scenarios since it is a Korean issue.
