Who would be the best resource to ask? Korean consulate, US immigration attorney, or Korean immigration attorney? Husband has not completed military service and wants to visit Korea in the future

Husband (30) is a US permanent resident and wants to become a US citizen. He would like to have the option of visiting Korea in the future without waiting until he’s 38 to renounce his SK citizenship. We’re trying to find out if he should serve in the Korean military before getting his citizenship. The Korean consulate in our area has been difficult to get a hold of. Would it be worth speaking to an immigration attorney? If so, should we find an attorney in Korea or a US immigration attorney?
