How do you cook Korean rice properly in a pressure cooker?

Using Korean short-grain rice like 철원 오대쌀 in a Cuckoo pressure cooker. Do you soak it first? Stick to a ratio (like 1:1.1) or just follow the water line? I want that perfect sticky texture like in a local restaurant.
