Overseas Korean Adoptee reclaiming citizenship

I was adopted from Korea as a baby (6 months ish) and I recently learned I may be eligible for dual citizenship.

One of the larger concerns for me is conscription and for that reason I’ve said I won’t visit Korea until 37. I know it’s rare, but I’ve seen stories of people visiting with Korean heritage and being swept up for military service. I did not fill out any forms at 18/surrender citizenship to my knowledge. I didn’t even know this was a thing until last year.

I believe this could remedy my status with Korea as well as give me a second (very powerful) passport. From my reading, I would qualify as a Level/Grade 5 and only be subject to annual civilian training if taking residency in Korea. Otherwise, I can visit without fear of repercussions as I would have the official status of orphan. Does this sound right?

Secondarily, can anyone vouch for GOAL? I would definitely want some guidance through this process.
