List of Global Indices for Gender Equality and Where Korea Stands in Them

There are at least five global indices that attempt to quantify gender equality or women’s empowerment. Every index comes with a set of caveats. These indices do not offer numbers based on generational breakdowns while Korea exhibits severe generational differences in general.

1. WEF Global Gender Gap Index (GGGI)

When writing articles about Korean gender issues, Korean activists and foreign journalists who work with them tend to mention only WEF GGGI maybe because Korea ranks low in this and that helps construct their narrative. We’ve already discussed what the index means many times here. In the 2025 WEF GGI, Korea ranks 101st out of 148 countries. (China at 103rd and Japan at 118th.)

2. UNDP Gender Inequality Index (GII)

Korea consistently ranks very high in this index. 12th out of 172 countries in 2023. (China at 41st and Japan at 22nd.) This index is quite simple with a small number of indicators, compared to the other ones.

3. UN Women & UNDP Women’s Empowerment Index (WEI)

Korea is unranked due to incomplete data in the report The paths to equal: Twin indices on women’s empowerment and gender equality (2023).

4. UN Women & UNDP Global Gender Parity Index (GGPI)

Korea is unranked due to incomplete data in the report mentioned above.

5. OECD Social Institutions and Gender Index (SIGI)

I came across this index recently but it’s been there since 2009. I haven’t seen any journalist citing this although the ranking seems more reasonable. Each of the 16 indicators shown below has multiple variables.

OECD SIGI Indicators

Korea ranked 55th out of 140 countries in 2023. That still placed Korea in the top ‘Very Low’ discrimination tier (near the borderline between ‘Very Low’ and ‘Low’). (China at 78th in Low discrimination tier and Japan at 92nd in Medium discrimination tier.)

I did the legwork for you. I hope some of you save this thread link and refer to it in the future when discussing related topics.
