Why do a lot of Big Tech Companies not have Korean translation?

This may be a weird question, but I have been trying to either find English-Korean and Korean-English dictionaries from companies that sell eBooks and eReaders, but there is a nonexistent list of resources for me to use. I try to find actual ebook dictionaries and can’t hardly find anything. Even turning the specific eReader device into Korean is not an option. I’ve noticed that other companies have lacking resources and information about Korean topics that I am interested in or would be generally needed.

Does South Korea have a closed system on a lot of their resources or information or is there genuinely not a lot of resources out there for Korean learners to absorb?

I do not have this issue with Japanese or Chinese resources btw. I apologize if this question is vague, but it’s an interesting problem that I perceive to have.
