Right turn on red light

Today I was driving and I came to an intersection, the light turned red and I sat there stopped for a good 2 or 3 minutes while I waited for cross traffic and pedestrian traffic to clear and then proceeded to make the turn. The red light camera looked like it flashed its infrared light at me (the red light looking LED thing on them) and im unsure if im going to face a fine for turning right. I’m unsure if there was a sign that prohibited right turn on red…

Do their red light cameras require 2 photos? Front and back as you go through the intersection? How would they distinguish between people turning and people actially running through the intersection to “run the red”.
