Please help me understand why my Korean colleague refuses to train and support me

So a little background, I was hired by the American branch of a Korean company in an engineering role to support and eventually completely take over our North American projects. I have previously worked in Korea so I am familiar with cultural differences and felt that the individuals I had interacted with during that previous role were all supportive individuals who shared initiative to hit our communal goals.

Since starting here, it has quickly become apparent that my Korean colleague wants nothing to do with me and I think maybe even feels threatened that an American guy is now coming in to fill this role. I’m very motivated to learn from this guy who is very experienced and quite frankly needs more support for our growing number of global projects. I was quickly struck with shock by how no processes had ever been documented and training curriculum was nonexistent. I’ve had to pry for information and it’s getting exhausting.

The American branch and Korean headquarters seem to vocally share the same goal of having the American team (currently just myself) manage future projects in their entirety, but when it comes to actually working towards executing this, I feel I’m faced with a blockade of my Korean colleagues not wanting to share information with me to help me develop myself. I additionally also receive major backlash from them when I create documents of the procedures I have been taught, so that as our American team expands, the training and available resources will be much better for the next guy. This is something I have been tasked with but it is clearly opposed by colleagues overseas.

Is this due to him not agreeing with the initiative to let our American branch handle our own projects? Does he feel I’m a threat to his already very secure role?

I’m just trying to understand if this is normal. I’m almost to the point of letting them play sink or swim and going somewhere that my direct team actually shows I’m valued.
