Foreigner asks about something from Korean history

This may not even be part of the actual history, but I’ve seen it done in historical K-dramas most of the time. Whenever the king dies, someone is on top of the roof, waving what looks like royal clothing while chanting, “please come back, Your Majesty!”

I’ve been looking all over the internet to get the interpretation of this, but I have failed. Can anyone tell me? I’m deathly curious even if it isn’t part of history at all. (although I would be disappointed lol!)
