Dried Anchovies still good?

Is it going to be obvious if dried anchovies are bad? I want to become familiar with the flavors, and understand they can have a pretty fishy taste and smell, but how to tell if it’s gone too far?

I’ve read they should be whole and have silver skin, the ones I picked up have some almost whole, but many are in pieces with flakey skin. It isn’t dated out for two more years, and I bought it cold.

So far I’ve made a dashi with kombu, I gutted them, and honestly the flavor is just…off.
