F-6 Visa Health Certificate

Hi everyone, I was hoping you could help me with this question. My spouse (an American citizen) and I (a South Korean citizen) are trying to move to Korea permanently. I understand that we need to prepare an F-6 visa for my spouse. My question is: one of the F-6 visa requirements is submitting a health certificate. Where do we obtain this health certificate? Do we get it in the States, or do we get the visa, move to Korea, and then go to a hospital in Korea to get the certificate?

Is it possible for my spouse to travel to Korea on a 90-day tourist visa and then apply for an F-6 visa (or any other available visa) from within Korea, instead of obtaining the F-6 visa from overseas? Has anyone done this before? Thanks!
