I have to rebury my dad who passed away more than 35 years ago

I am curious if this reburying the dead is normal nowadays. What I mean is to dig someone up from his grave, cremate them, and to put his remains in a small part of his ancestor’s land.

So my dad passed away like 35 years ago and was buried on a plot of land that was owned by the family. I move to the US and could only visit once a year. But his siblings took care of (or maintained) his grave. The land is now owned by my dad’s younger brother who is wants to sell it. He was the one who took care of my dad’s grave. But to dig up his own mother’s grave along with his brother’s grave seems kind of messed up. He agreed to have them buried there when they passed. I get that after he passes that there won’t be someone who will regularly maintain the graves. The generation after them is all busy living their own lives. Anyways, I have to pay about 4,000,000 KRW to have this done. My father-in-law told me that those who clear graves and make land available for development gets compensated. IF true, then I’m not sure why I the family is asking my to pay. Is this true?
